Conservation vs Social Welfare

Conservation vs Social Welfare, Which one has the priority to be supported by the Korean Government?
This is obvious that the government should support social welfare priorly. This is one big stupid question. Although I know how important the conservations are, but there's no use if people can't live their own life happily and have the conservations safe. The government is using the taxes they got from the civilians to support conservation. People work really hard to make those money and pay taxes. If the government considers conservation priorly, there is no point of people working hard. It won't feel great to make money which is not for them and just for those stupid buildings and statues. The money comes from peoples pocket and therefore it should be used for the people. I believe that the government should consider more of social welfares than the conservations

Summary : In recent years, many people are trying to balance the needs of people with the protection of nature. For example, many archetects have built 'green buildings' .These buildings are designed to save energy and water and make use of materials that do not damage the environment. They are a little different compared to other regular buildings. They have large windows let the sunshine in, gardens on their roofs, systems to reuse water. Also, they use bamboo for floors instead of wood. Although there are only small number of green buildings existing, slowly but surely, the buildings are getting healthier and greener.
Comment : This chapter was pretty interesting. Those green buildings were featured with most of the things that i wanted buildings to have. I'm not saying it's perfect but i'm just saying that it had 'most' of the things in my mind. I wish they could have mentioned of more scientifical things such as those lights using sun energy. I thought that the article was a little boring because it was only focusing on those 'environmental things'. It was too old-fashioned. In the begining it said 'in recent years' but it wasn't really talking about 'recent years'. It wasn't talking about how science have made the world to be more healthier and greener. As I continue to read, i felt as if we are only depending on to the environment. I believe that many of the inventions of human have had helped our world to become greener.
